Cooldown

While spoofing, can you still tp to places and shiny check pokemons while the cooldown is at over 1min? cuz i always thought i can look for pokemons etc while the cooldown is up and when its no longer up i can catch it. Or can i ONLY move or click on pokémon while the cooldown is at 0?
