Fssai license for cloud kitchen

I want to open a cloud kitchen in zomato .I am based in kolkata.

For issuing Fssai license in west bengal it is mandai to have NOC from local body(KMC) ,One partner vendor Of zomato called Blue*dex saying they will do it for me on their behalf. For this they are asking 1800 rupees.I visited the official page of KMC ,the fees is typically 1000. So 1800 rupees seems logical to me ,I understand that service fee 800 is considerable .But my concern is they are telling only the documents And little KyC from there end is sufficient for the process and they will deliver the licence (They are calling it as Trade licence)within 48 hours. Is it ok.Can I trust them?
