Is my pc a potato

It can run ao that max graphics but barely run smoothly . It makes a lot of noise. when i join i get a lot of lag but after the initial lag it runs smoothly. I think it's a potato cuz it was a give and probably a pre built. Most of the time i play at mimi graphics
