Can't fix CE-112987-8

I've encountered error CE-112987-8 and no matter what I do I'm not allowed to download any new games. I looked up the error online and tried everything mentioned on the ps website and the top posts on the error, but nothing worked. Then I tried contacting ps support, but the bot refuses to let me speak with a live agent and keeps repeating how I should contact them between 8am and 7pm (it's 11:40 am right now)

Things I've tried:

Made sure my software is up-to-date.

Checking if my payment method is valid.

Signing in and out of my account.

Boot the console in safe mode and rebuild the database.

Boot the console in safe mode and cleared the cache.

I tried looking up the error database in the mega thread but the file has been deleted.

What am I supposed to do now?
