How to play the bubble

Big stack folds, I'm on the button w 10BB and get 99.

SB has 2BB left. BB has 15.

What's the right move here? Do I fold and hope the SB loses or do I shove and hope the BB doesn't have a good hand or a bad one but calls and gets lucky?
