Advice on administrative processing

Hello everyone. I have an approved O1 visa. i was arrested in 2020 in the US with no conviction, and charges against me were dropped .got b1/b2 and j1 afterwards no issues this time london embassy placed me on AP asked me for my passport after a month waited two weeks to return it that they want a panel physician the soonest appointment was after 12 days did it and the physician and everyone didnt know why they asked for one the first place as i dont need one . waited a week they asked for my passport again . CEAC no change . Can they send my passport back again with more things they need and why the hell do they not just email it instead of literally wasting atleast a month to do that . Is that normal that they dont send emails for documents but ask for the dang passport each time although there website says clearly they ask you via email .

Is ther a chance they would that again this time and if it happen how do I respond to this terrible way of asking documents
