Ultraman Trigger in Decker

What role did Kengo play in ultraman decker when he was on Mars? It didn't seem like he transformed much given the fact that there was a very weakened looking resistance. How come there wasn't a defence force or something akin to it on Mars and why didn't the spheres just all completely assimilate all the humans?
