Dealing with my neighbor Location: Fairfax county, VA

I have a neighbor who lives two houses back of my house. His house is on the right and we shared pipeline driveway that’s attached to my back yard fence. I found him trim g my bushes that are inside my fence. Which o just trimmed them a week ago. Nothing hanging or anything. He shared a land with another neighbor that his houses in on the other side of the pipeline. He never bother him. He’s always coming to my side which made me wonder why? I went and talked to him that he has no right to trim my bushes and if anything he needs my permission. How can I put stop to his repeated harassment and actions!!! I’m really tired of him.
