Does a 24 hour clearway require terminal or commencement signage to continue the restriction onto a different road?

Traffic & Parking

In London, England, a 24-hour clearway starts on A1089 (St Andrew's Rd) at Tilbury docks, and the road comes to ASDA Roundabout, where the A1089 continues on the second exit where the clearway presumably continues. The first exit is Thurrock Park Way, which is a dead-end industrial estate and a clearway. Should there be terminal or commencement signage facing traffic on the roundabout on that exit of the roundabout?

The Traffic Signs Manual Chapter 3 says: "7.2.5. Where a road joins or crosses a clearway, a commencement sign to diagram 642 should be erected on that road to face traffic approaching the junction." But that could just mean a non-clearway road joining the main clearway road requires commencement signage as otherwise its joing a clearway between terminal signs and wouldn't know otherwise.

Whilst TSM isn't law, authorities must give due consideration to it to ensure they comply with Regulation 18 of LATOR 1996.
