Retired Numbers

It is time to create "Legacy Numbers" for current retired numbers of players who aren't in the HOF?

1 (Billy Martin)
9 (Roger Maris)
10 (Phil Rizzuto)
20 (Jorge Posada)
21 (Paul O’Neill)
23 (Don Mattingly)
32 (Elston Howard)
46 (Andy Pettitte)
49 (Ron Guidry)
51 (Bernie Williams)
52 (CC Sabathia)

Should these numbers be put back in circulation? Keep them in Monument Park, but since they're not in the HOF their numbers can still be used.
