Skoda showroom dealer denying external pdi after agreeing to before

I booked a skoda slavia from a nearby showroom in HSR bangalore.
I asked for external pdi allowance during the 1st meeting itself. He said yea we allow and after booking and loan approval. He is now saying that only skoda certified PDI will do and external not allowed. Skoda has banned external PDI since 3 months it seems.

There is another dealer a little war away (20 km) who is ready to allow external PDI minus OBD device.

Any advice before I start the whole process again with a new guy.
