Are SHORTS pro only?

They said they aren't. They said it's been rolled out to everyone, in english. I'm italian. And there's YT videos from italian content creators that have it, even in italian. So it's already a thing. But I think it's pro only, because in none of my free accounts it comes out as an option. There's no vertical/short form. Only summary and deep dive. Those are my only options for video.

THanks in advance
