Final Decree of Distribution California

Location: California

I got a call stating my mother’s unclaimed money went to the state of california. I believe my brother is beneficiary but he doesn’t care that I apply for this money and fill out paperwork. I plan to split it between him and my sister. Unfortunately I have zero idea how to fill out this form. Is this even possible for me to do?
