Budget and Targeting.

Hi guys, i am running a self checkout ad to landing page offer for 47$ for my marketing agency in the U.S. my budget is 10-20$ idk yet, but my question is, do i run the ad for the whole of the U.S. or pick a state or multiple cities? its aimed at 1 home service niche, so i want to know with this low budget, do i target the U.S. or 1 state? or doesn't matter?
