Getting a live person is impossible

Why can't I speak to a human being? The storage unit I have had for years was just bought by Public Storage and even though the phone tree indicates that I can speak to someone, it just continually routes me back into a phone tree maze when I select that option. I have tried everything! The online chat is not much better. I continually ask to speak with a live person and it just circles with the same questions and never transfers me.
