A little skin rant real quick

This is a bit random but i'm looking through all of the skins that have been in the game and something caught my eye. Characters from a show or film do not count as icon skins because they are not really people and I get that because only the actors or voice actors are real. By using this analogy the k-pop demon hunter skins shouldn't be icon series because the characters aren't real, only the voice actors. So characters like them are icon series yet skins in the WWE collab are not icon series so some weird reason even though they fit the criteria of the icon series. Why is this?
