Work permit timelines for someone on an order of supervision?

My brother has been waiting a year for his work permit. Is this normal? His application states he submitted his biometrics but this was almost a year ago. He’s a refugee on a deportation notice where he checks in once a year.

Any insight?

Also if anyone can help.. do you know how I can get the records from when he first entered the Us back in 1980s? Thanks!
