Should I discharge filter capacitors?

I would like to remove the PCB from my 20 inch CRT tv for inspection of the capacitors. I know about discharging the anode cap, but I've heard that filter capacitors can store a lethal charge even after discharging the anode cap. Should I discharge the filter capacitors? Or am I safe to handle the PCB after only discharging the anode cap?
