Knitting Help - Rows

Hi! I’m working on the Kyoto Keyhole top and was wondering about the phrasing of this pattern when it says:

Repeat Rows 11-12 for a total of (46) rows

Do I count it as Row 11 + Row 12 = 1 set of rows, or do I count the rows individual (ex. Row 11 + Row 12 + Row 11 = 3 rows total)?
