I'm embarrassed. Yes, I bought it. But what is it???

I found this item in my kitchen cabinet. It's made by OXO. Clearly, I purchased this item quite some time ago thinking it might be useful. It's not a gravy separator. Is it used for making drip coffee? And what is the clear, measuring portion above for - it has dimples in the bottom but no holes for liquid to drip through, so maybe it's simply intended to measure? The entire thing is designed to sit atop a mug.
