Keep Burrow in 12-team Keeper?

I'm in a 12-team PPR league. We pay a $5 premium for each player we keep (who isn't top 5 at their position) and can spend up to $60 of our $200 budget on keepers. I paid $21 for Burrow last year and have only one other player in the same range I'm planning on keeping. I have read a lot of posts against keeping QBs, but I'm encouraged by all the moves CIN has made to help him. Given all these factors, would you keep Burrow or not?
