Looking for Job Opportunities in Dubai as Indian

Recently I've Graduated and trying to find job opportunities in Different Countries and trying to select a country with a Safer places where crimes rate are Low to none and have stable economy.
I was always interested to work in Dubai as it had both the requirements which I am looking for and is safer place for an outsider trying to build his career in a different country. I am looking for Job role In Administration Management, Operational efficiency role and HR management as I had earlier experience in these areas. Also I've tried to look jobs across Local Job Portals of UAE which could Directly make me get in contact with the Recruiter which are aiming to hire Indian Applicants. Till now, I am not able to find any job opportunities which I Desire and Consider this attempt of me trying to connect with the people in Dubai which are either a Recruiter or can help me to get in touch with a with a Recruiter and help me to be a part of the organisation.
(Scammers don't even think of poaching me with the Fake offers cause I have received a tone of email
Asking me for my resume and Trying to ask me for money in-exchange connecting me to recruiter or to give me a job offer).
