Trouble Installing Aventon bike lock onto Pace 5 REC

Heya everyone, I’m trying to install the Aventon segmented lock onto my Pace 5 REC. it comes with a plastic “holster” that needs to be mounted to the frame using either the two Velcro straps that come with it, or with two bolts (I assume? It came with no instructions). I’m pretty mechanically competent, but I can’t for the life of me figure out how to mount this thing. If I try to use any of the existing hex bolts in either bottle cage mounting locations, the bolts are too short to engage the screw threads on the frame. And if I try using the included Velcro straps, there’s no way to thread the straps in such a way to get the “hooks” Velcro part of the strap to overlap and engage with the “soft” part of the Velcro, as both the hook and soft parts are on the same side of the strap. Can anyone shed any light on what I’m missing here? It doesn’t seem like installing this thing should be this unintuitive and frustrating…
