[TOMT][Soviet/slavic animation][Before 2010s] Something about kids and their stories

Looking for a Soviet or Slavic cartoon.

It begins with the opening credits:

The camera moves upward along the legs of a man drawn in pencil or pen. When it reaches the upper-right corner, it pans left, revealing the man’s body. He is dressed in a suit and points with his point finger somewhere.

In the background, children’s stories can be heard. One of them goes something like: "Where do children come from? I don't know. I came from the cinema. My mom and dad went there. When they got back home, I was already there." (The same quote in russian as I remember: "Откуда берутся дети? Не знаю. Я взялась из кино. Мои мама и папа ходили туда. Вернулись домой - а я уже тут.")

I watched it on a DVD that my father burned in the 2010s. He doesn’t remember the cartoon, and I lost the disc.

I’m not an artist, but I tried to roughly sketch what the opening credits scene looked like.
