How can i get this work?

i have been getting into doing redstone and Sm trying to teach myself. i wanted to use scoreboard with an item to toggle /tick freeze and unfreeze and another item to execute /tick step. doing research has showed me that datapacks or command blocks are not viable due to /tick freeze not showing commands to execute. what would work? a mod?
