A broker called my friend promising a pvt seat?

Guys. So a broker called my friend promising a medical seat in a pvt college for management seat. The thing is tho.. they say we will get any college u want. And my friend asked for a college she knows she wouldnt get for her rank.. and they agreed to do it for around 10l.. she actually is gonna go engineering and was simply collecting the info and she asked me if i wanted their info. I said no cause it seems so sketchy? Arent all seats gone thru with the counselling??

Ps. I joined a drop course and so i told her no and ill just see if i get a pvt i like on my score or else free exit within the earlier rounds and continue with the drop.

But. Does things like this happen? Is this even legal? Whats going on guys?
