Worried about the fee aftermath

I have not bought from surugaya yet but have been wanting too since they have the plushies I have been wanting for a while now

I’m mostly worried about how I might have to pay that after fee that everyone gets, even after it says free shipping. Is it the actual person I am paying? Or is it a company? And even if it’s one or the other, when paying those after fees do you need to have a paypal? Or can you pay any other way?
