Visitors Visa question

My friends PGWP application was refused May 25th. They are still in Canada under restoration status until August 23. She applied for a visitor's Visa July 4th with no response yet. Can they stay here beyond the restoration period while waiting for the visitors Visa?

Thank you so much!
