Is there a consensus about spells being added to spell repertoire from subclasses?

Discussion

The question is - if some subclass feature grants additional spells, do they count towards repertoire size or in addition to it?

For example, Bard's description of Muse has "adds a spell to your repertoire" clause, which reads as if adding on top of existing repertoire, while Oracle has more vague "Your mystery grants you additional spells".

I remember some time ago the issue was considered questionable. Also, regarding Pathbuilder treating those spells as counting towards repertoire size, I remember it was done because adding spells is easier than removing.

So, was there any new info or consensus reached?
