Is it still possible to get a parking permit pass?

I missed the waitlist for off-campus student parking. Is it still possible to get an annual S tier parking pass because I’m not seeing any garages close to my residence. The garages available seem to be an 30 minute walk from my place. Are there any options for annual overnight parking this late in August or am I cooked?
