Why aren't my Sweet Potato sprouting slips?

I bought some organic sweet potatoes at the grocery store six weeks ago. I put five of them shallow in a raised bed with soil and mulch. A sixth one I put in a shoebox with soil on my patio. I watered them daily for six weeks. Not a one of them has sprouted slips.

What am I doing wrong?
