Is hair on the shaft a foregone conclusion for restorers?

I’ll start by clarifying what I’m personally working with. I was given a high and tight cut, I’m a grower and still only a CI1 when soft. I also have a prominent turkey neck when erect. I have tried to focus mostly on hairless shaft skin but it feels like that will push my timeline towards full restoration out much further. I’m interested in hearing opinions from those of you who are further along in the restoration journey & how you’ve handled this issue, if at all
