Tern d7 link alt racks /heel strike

Just got a tern d7 link used. Love it. The guy I bought bike from also sold be an Ortlieb pannier which is a pain to put on the rear rack. In my google searches I see that people modify the rear rack to a taller one and that positioning helps either heel strike. Does anyone want to share what they’ve done or a model to check out? Thanks.
