Publicis Transfers

I have a question about transfers at Publicis.

Do you have to inform your manager when you want to look for a position on a different team? Everyone I know who has moved teams has told their manager first. I’m hesitant to do this because they may tell me I’m not ready for a promotion by their own standards and might only recommend me for lateral moves.

I’d love to know if anyone else has experienced a transfer to a different team to accept a higher title (despite the freezes right now) and how that experience has gone.
