Honey super??

I am in Western Washington. Fairly dry weather the past few weeks. Temperatures averaging 75 to 85. I put a honey soup on my hive about 2 1/2 weeks ago. They have since decided to hang out there and build absolutely no comb or honey. What can I do to coax them!?
The two lower brood boxes that are 90% full.
Everything looks healthy.
