Forwarding vs RTS

Can someone explain to me how to tell which mail will be forwarded vs returned to sender no forwarding address known? I’m told ancillary services determines that as setup by the sender but how does that work? And why does some of the mail from the same sender get forwarded, some returned to sender, and some delivered to the original address?
