Was told HR manager was not available on my status

So per my last post:

I had a 2nd round interview last thursday with UNICEF Canada and was told would hear back Tuesday.

Last Monday was a holiday but nothing yet

I sent a follow up Thursday and no reply

So was suggested I call and someone told me the HR manager was not available

So does this suggest a delay?
