Need help in my game idea

Hello guys I’m working on a militate war game where it’s about multiple teams fight each other and the teams with the most points wins.

How teams get their points? Each team has an oil base and teams steal oil barrels from each other to get points.

I want to know what is better to make one large map with 4 teams or make like a map voting system with different maps and teams
