Can the green pact be satisfied with necromancy?

The green pact demands, that anything you kill must be fully used. Which lead to cannibalism for the Bosmer sometimes. But i was thinking. What about necromancy? Wouldn't raising them as undead minions satisfy the "not go to waste" criteria?
