Lochtonal gloves + way of stonefist compltely random or certain modifiers give specific results?

So I've been trying to get a decent pair of lochtonal gloves looking for twenty percent attack speed and at least ten percent on the power charge , with hopefully eight or nine percent on frenzy and endurance charges... the problem is, is I have bought completely junk gloves with the bottom level stats. I have bought high-end gloves with almost perfect stats and it always seems completely random When I put them on my character, what numbers I will end up with. Is there any way To determine what it will be before putting them on a way of the stone fist monk?
