Found a wallet in my Driveway

I’m in Windsor, the owner of the wallet & passport (!!) is a Hartford Resident — I can’t find them on Facebook, and I’m loathe to go to the police…this person isn’t a white male.

What do I do? I have an address — GOD I wish we still had phone books!
