Illiyoon Ceramide Ato Concentrate Cream vs Pyunkang Yul - ATO Cream Blue Label

I've been using Illiyoon for a couple of years but I'm not a fan of the reformulation. It is moisturising but it feels like it doesn't penetrate all the way and kinda sits on the skin. How does the Pyunkang Yul - ATO Cream Blue Label compare to it? I've got a dry sensitive skin (eczema).
