Does pvt docs can't prescribe pep?

​

I received unprotected oral from a sex worker. During the process i got scratch on foreskin due to teeth or skin stretching (im not very much sure). Next morning i saw redness and little blood under my foreskin. It's been almost 40hrs.

So i went to a dr and he told me to go ictc in govt hospital.

There was a female doc. there, she ask me what happened, and i start telling her, then the gyu who was doing entry in books right beside the doc. start talking to me.

He said as status of your partner is not known we can't give you pep.

But I'm really scared and confuse.

He told me to take test but that too is of no use for now, and said take a test after 3 months.
