Passwords not transferring to new phone

TL;DR: my passwords aren't syncing in the passwords app. How can I fix this?

I bought a new phone Iphone 17 Air two days ago after my 15 pro max was literally destroyed in some agricultural machinery I was operating... ho hum. As a result, I could not prepare my phone for transfer.

On my PC, I have the Icloud App and I have 180 passwords and passkeys; but on my phone, two days in, I've only got 17 passwords and missing all passkeys. Icloud Keychain is enabled. What can I do to fix this?
