ntu minors and BDE

hi guys! this STARS is rlly confusing me rn…

1. when do students usually take BDE and minors, like year 1 sem 1? or usually yr 2?
2. what r the chances of getting registered into the course if theres like 10+ ppl in the waitlist too??
