First Car in the UK

Been looking on an off for a new vehicle but I’m entirely sure what Im looking for tbh

What car would u guys recommend for a new driver? I heard engines >1.2L are hard to insure for newer drivers, is that true?
I live in Scotland and I have a budget of around £12,000.

Any suggestions would be greatly appreciated, thanks.
