[PC][1993-2000] Top-down pixel game with bright yellow levels and slow green watermelon-shaped blimps

Platform(s): PC — played on Windows 98, but it may have been a DOS game. Most likely shareware/freeware.

Genre: Action or arcade-platformer. Definitely NOT strategy and NOT a military/war game (no helicopters, tanks etc.).

Estimated year of release: roughly 1993-2000 (played it around the late 90s).

Graphics/art style: 2D pixel art, sprites looked "8-bit" in style (chunky, simple). Very bright, saturated, candy-like color palette. The level background was a vivid, bright yellow. Notable gameplay mechanics: Top-down view. Free movement around the level — the screen did not auto-scroll (or maybe it did? 🙃). I believe the goal was to collect items and/or reach some target, but I'm not 100% sure. I don't remember planting bombs or claiming territory.

Other details: The single strongest memory: green blimps/zeppelins that looked like WATERMELONS (plump, green, possibly striped) drifted VERY slowly across the level. They were not the main element of the game — they didn't shoot (or barely did), they just got in the way with their movement, so they felt vaguely hostile, like moving obstacles. I never controlled them.

Ruled out already: Bomberman/Dyna Blaster, Chip's Challenge, Fire Fight (1996), Triplane Turmoil, Time Pilot, Fuzzy's World of Miniature Space Golf, Operation Carnage, Snarf, Tyrian, Zone 66, Seek and Destroy, Firepower (1988).
