ELI5 Why can't we burn digital copies one time so we have a physical version?

If we're going digital because it's 'lowering' cost. Why can't we burn games, movies, and music one time using our hardware and CDs using a one time burning code. Can't distribute cause it only allows you to burn it once. This means that you have access both to a physical and digital copy. Have a game burnt to disc with the base game so it can be played straight from disc with no need for an update. Have protections so it can't be ripped and reburnt.
