Can’t retake course

Theres a course for my major I eventually have to retake. This will be my 3rd retaking, I got a. W first time F second time. Does anyone know the likely hood or process of me being able to retake the course. My advised said if I failed it 2x I would take it community college but since I only did once. Can I hold her accountable since she said I would be fine but clearly can’t book the course.
