Will i figure this game out?

So, i’ve played a couple of paradox games, ck3 and hoi4 mostly (and cities skylines but it’s an entirely different thing). i have >500h in hoi, id say i’m pretty good. i tried EU4, but it was just too complicated for me, it has so much mechanics, that it just threw me off (and i don’t really like how wars are thought, in ck3 too). I was wondering if i should try victoria, but i don’t know if it’ll be the same thing as with EU4. how’s the level of complexity and entry threshold to this game?
and if i should try it, is it better to just buy the base game, or should i purchase starter edition? (with spheres of influence expansion)
